I think, perhaps wrongly, that the pot and the pending suspension were secondary.
Williams is already a back in decline, and he's terrified of becoming the next Earl Campbell. I think early signs of physical deterioration were the major factor in his retirement. That he's an immarture, scumbag druggy and he'd have to face the consequences of his choices and actions was just what put him over the top.
