I wonder how much of it is just a function of Green Bay being a podunk town?
Other NFL cities are huge by comparison. More importantly, they have a very transient population. As much as the fans in Texas love the Cowboys, a huge chunk of Dallas' residents are transplants, coming in from other parts of the country in search of jobs. Even here in the DC area, where Redskins fever is high, most of the residents are transplants, with loyalties to other teams.
Conversely, nobody would voluntarily move to Green Bay unless they got a job with the Packers. So, everyone there is steeped in Packers lore. Plus, what else is there to do in Green Bay but visit Lambeau?
